dmv transfer fee for used motorcycle too high. Do I have any options, is there a way around it?

I bought a used motorcycle from this one guy. I was expecting to pay 200 hundred at most to transfer the title to my name. DMV is charging me 580 dollars, that’s a lot of money. Do I have any options, how can you figure out how much the fees are going to be before you buy a vehicle? Has this happened to anyone of you?
